Summary:
|
There was a major electrical supply outage at Loma Vista Adult Center that affected approximately 1/3 of the campus for both electrical and ventilation needs. District staff were able to provide a temporary, short term solution to support the summer programs at this location while an urgent bid process was conducted to complete the work.
Three construction firms responded to the request for proposals to complete the necessary scope. It is assumed, post investigation, that the major electrical cables were "scarred" or damaged during installation and over time the elements affected the cable underground. During a recent PG&E power outage, one of the main lines arched leaving a portion of campus without all of the phased power. During investigation it was discovered 6 powered cables were in someway damaged and required replacement. Cal Elite was award the project and completed the work in July 2021.
California Public Contract Code § 20113, allows (a) In an emergency when any repairs, alterations, work, or improvement is necessary to any facility of public schools to permit the continuance of existing school classes, or to avoid danger to life or property, the board may, by unanimous vote, with the approval of the county superintendent of schools, do either of the following: (1) Make a contract in writing or otherwise on behalf of the district for the performance of labor and furnishing of materials or supplies for the purpose without advertising for or inviting bids.
