Summary: The Federal CARES Act provides for distributing emergency funds to post-secondary institutions of higher education to aid in the mitigation of campus operations and adult student studies disrupted by the current Coronavirus (COVID-19) global pandemic. Upon approval at the June 22 MDUSD Board meeting, Mt. Diablo Adult Education (MDAE) (a Federal Student Aid post-secondary institution authorized to offer Title IV Pell Grants to students enrolled in MDAE Career and Technical Education (CTE) programs), applied for and was approved by the U.S. Department of Education for a grant in the amount of $68,958.00 (Grant Award Nos. P425E205357 $34,479.00 - Student funds, and P425F204608 $34,479.00 - Institutional funds) under the CARES Act ERF, HEERF, for direct aid to MDAE Career Technical Education Center (CTEC) adult students whose studies have been interrupted by COVID-19 and to MDAE CTEC operations disrupted by COVID-19. Distribution of the grant funds designated for aid to MDAE students is currently in process.

Now, as a result of recent additional federal funding to the FIPSE, the U.S. Department of Education has just reopened the institutional application process to those post-secondary institutions previously awarded CARES Act ERF, HEERF Grant funding in an amount less than $500,000.00 for additional COVID-19 student aid relief and institutional program improvement.

On September 16, 2020 MDAE applied for these additional FIPSE Grant funds, receiving from the U. S. Department of Education confirmation of receipt of its application also on this date.

NOTE: Application was made September 16 prior to presentation to the MDUSD Board of Trustees at this September 28 meeting, based on a recommendation of the U.S. Department of Education that an MDAE application be submitted prior to the U.S. Department of Education September 30th application deadline and as soon as possible after an online meeting scheduled by MDAE with U.S. Department of Education took place on September 9.

The FIPSE Grant, unlike the initial CARES Act ERF, HEERF Grant is not restricted to Career Technical Education (CTE) students and/or programs and therefore can be used to support all students and programs of Adult Education for COVID-19 relief aid.

Fiscal Impact There is no impact to the MDUSD General Fund and no Adult Education matching funds required
Recommendation: Move to ratify the MDAE application submitted September 16, 2020 for U.S. Department of Education Coronavirus Aid, Relief, and Economic Security (CARES) Act Emergency Relief Funds (ERF), Higher Education Emergency Relief Fund (HEERF), Fund for the Improvement of Post-Secondary Education (FIPSE).
