Summary: Under the current "Blueprint for a Safer Economy", schools in Contra Costa County could reopen to in-person instruction October 13, 2020.

Given the current negotiated agreements with Mt. Diablo Unified School District (MDUSD) labor partners, updated agreements will need to be negotiated in order to allow student groups to return to campus for academic and social emotional support in addition to the eventual return to campus in a Phase 2 Limited-Hybrid Learning Model.

Reopening schools for the benefit of our community is a priority for MDUSD. To implement a reopening plan that balances the physical safety of our students and employees with the academic, social and emotional health of our students, it is recommended that we begin to phase in students for limited hybrid learning model beginning January 11, 2021, using the model that meets Contra Costa Health Services and the California Department of Public Health Guidelines at the time of reopening. It is recommended that the Board consider taking the following actions:

1. Authorize allowable student contact and on-site participation for activities consistent with Contra Costa County Public Health Department guidelines, regardless of a full, in-person return to instruction.

2. Authorize staff to implement a limited hybrid, staggered in-person learning model, subject to minor revisions, beginning on January 11, 2021.

3. Authorize family choice between the limited hybrid model and full-year distance learning programs
