MDAE is requesting approval to ratify an interagency agreement with EHSD of Contra Costa County from July 1, 2020 to June 30, 2021 for workforce development training and services to be provided to CalWORKs and Welfare-to-Work adult clients of the EHSD. This is an annual renewal of an interagency agreement by and between the EHSD of Contra Costa County and MDAE for ongoing program development and delivery of work-readiness skills training and job development services through programming by MDAE known as the FOCUS Program, originally developed for these adult clients of EHSD 2010-2011.
Commencing in 2020-2021, MDAE will implement a newly-developed job development and employment training, job search and employment support services program known as Career Connections, to complement the FOCUS Program developed for the CalWORKs and Welfare-to-Work clients of the EHSD of Contra Costa County.
NOTE: The attached interagency agreement hereby submitted for Board review has just been received by MDAE from the EHSD of Contra Costa County; hence, potential ratification is therefore requested at this time. The contract term began July 1, 2020 and continues through June 30, 2021. MDAE program preparation began Wednesday, July 1 with the Career Connections programming and services for students to begin Monday, October 5 and to continue through Wednesday, June 30. The ongoing FOCUS Program is scheduled to begin Monday, October 26, 2020 and continue through Wednesday, June 30, 2021 as well. Please refer to the attached EHSD-approved 2020-2021 program calendars developed by MDAE.

Fiscal Impact

MDAE will receive compensation from the EHSD of Contra Costa County for the FOCUS Program up to the amount of $52,999.80. Additionally, MDAE will receive compensation from the EHSD of Contra Costa County for the new Career Connections Program up to the amount of $63,570.20. Therefore, compensation from EHSD of Contra Costa County for programs and services to be delivered their adult clients in 2020-2021, will be reimbursable up to a total amount of $116,570.00.
