Summary: As part of Mt. Diablo Adult Education’s CTEC program national accreditation (“reaffirmation”) process with the Council on Occupational Education (COE), the COE requests documentation of MDUSD Board approval for each individual CTEC occupational training program with corresponding training hours.

Along with the MDAE Institutional Advisory Committee, each of these training programs has an advisory committee comprised of industry representatives who provide extensive input to curriculum content, instructional delivery modes, as well as externship preparation and monitoring. This input, along with MDAE partnerships with regional employers who provide student externships as part of an MDAE CTEC student’s training program, greatly supports CTEC graduates to be fully prepared for success in the workplace.

MDAE currently has approval from the COE for delivering instruction only via the “traditional” in-person mode. During the COVID-19 pandemic, MDAE received temporary COE approval to deliver instruction via a “distance education” mode, which included both remote/online only as well as a “hybrid” mode (in-person and remote/online).

Effective July 1, 2021, MDAE seeks through application to the COE to add to its COE-approved “traditional mode” of delivery, COE approval for permanent ongoing approval for delivering instruction via not only this traditional mode but for the Hybrid/Distance Education mode for all MDAE COE-approved programs and as reflected on the CTEC Occupational Training Programs List 2021 attached.

Fiscal Impact There is no impact to the General Fund.
NOTE: Mt. Diablo Adult Education provides federal Title IV Pell Grants through the U. S. Department of Education (USDE) for income-eligible adult students, authorized in part to provide this funding as a result of national accreditation by the Council of Occupational Education (COE), now a federal Title IV Pell Grants authorization requirement.
Recommendation: Move to approve Mt. Diablo Adult Education (MDAE) Career and Technical Education Center (CTEC) Occupational Training Programs List.
