Summary: Review and potential approval of the CARES Act Emergency Relief Funds (Funding Opportunity #ED-GRANTS-041020-003). The CARES Act provides for distributing emergency funds to institutions of higher education related to the disruption of campus operations due to the Coronavirus. Mt. Diablo Adult Education (MDAE) is eligible to receive these emergency funds because the institution is approved by Federal Student Aid to offer Title IV Pell grants to students enrolled in their Career and Technical Education programs.

Using a formula that is based on student enrollment, MDAE is eligible to receive a total allocation of $68,958.00, of which 50% of the formula grant funds ($34,479) will be advanced through this opportunity and must be used for providing emergency financial aid grants to Career and Technical Education (CTE) students for their expenses related to the disruption of campus operations due to the Coronavirus. These expenses include food, housing, course materials, technology, child care, and health care. The U.S. Department of Education will later provide details on how institutions may apply for the remaining 50% in funding that will be reserved for institutional use.

After the U.S. Department of Education has received the signed Certificate of Funding & Agreement and application, MDUSD may draw down the emergency assistance funds for MDAE.
Funding: U. S. Department of Education CARES Act Emergency Relief Funds.
Fiscal Impact There is no impact to the MDUSD general fund and no Adult Education matching funds are required.
Recommendation: Approval to submit grant application for higher education emergency funding.
