Summary:
|
As part of federal monitoring for significant disproportionality, the California Department of Education (CDE) has identified 132 local educational agencies (LEAs) as having significant disproportionality pursuant to the requirements of the Individuals with Disabilities Education Act (IDEA). Despite making significant gains to address the issue, MDUSD was identified as Significantly Disproportionate for the 2019-2020 school year. The District is committed to continuing the work that addresses the inequitable identification of students within this eligibility category.
The designation of Significantly Disproportionate requires MDUSD to examine General Education systems to address the problem and to designate 15% of the existing special education funds to address this area. In addition, MDUSD is required to develop a Comprehensive Coordinating Early Intervening Services (CCEIS) plan. The Plan creates the opportunity to provide culturally responsive academic interventions and supports to general education students thus reducing overidentification and helping to reduce disproportionate representation in the eligibility category of intellectual disability.
MDUSD’s proposed plan will align with other district initiatives that address the inequitable achievement across our student groups. The plan will analyze data gathered through file audits of African American students identified as eligible for special education under the eligibility category of Intellectual Disability to identify root causes and establish activities that can be employed to reduce the disproportionality.
A CCEIS plan will be developed and brought before the board for approval prior to adoption. |
