Summary:

KVHS, a non-commercial radio station, was founded in 1969 by the Clayton Valley COE ROP program offering broadcasting classes. The classes were discontinued in 2012, and COE funding stopped. The station continues to broadcast, but does not produce original content, does not generate revenue, is not utilized by students and does not operate as an MDUSD station. The station operator is retiring. The station's broadcasting license is expiring this year. Staff requests direction from the Board as to the following: (a) Renewal of the License. The radio station license is an asset of undetermined but undisputed value and renewal should be pursued. (b) Continued Operation and/or Lease or Sale of the license. While the license has value, the equipment to operate the station is outdated. Additional resources would need to be invested to continue to operate the station, plus the hiring of qualified personnel to broadcast and comply with FCC regulations. Staff requests direction on whether to explore options to continue to operate the radio station and/or explore leasing or sale of the license, including issuing a Request for Qualifications to select a communication company to represent the District in negotiating a sale/lease of the KVHS non-commercial license.
