Summary: On May 12, 2021 Staff brought forward Mt. Diablo Unified School District Bid #1889 Painting Summer 2021 Package 2 requested for Exterior Painting Improvements at Valhalla Elementary, Strandwood Elementary, and Pleasant Hill Elementary pursuant to PCC §20111.6. The scope of work provides all materials, labor and equipment required for the painting improvements. The invitation to bid indicates that the low bidder will be determined by the base bid amount only. The project has fifteen (15) bid packages that were received on April 7, 2021. The lowest bidder, George E. Masker, Inc., did not confirm their bid as requested in Staff’s April 13, 2021 email confirmation request; the 2nd lowest bidder withdrew their bid; so Athens Painting & Commercial Coatings, Inc. is the lowest, responsible, responsive bidder.

As requested by the Board on May 12, 2021, Staff is bringing forth Bid 1889 with additional information. The Results Summary has been updated to reflect the non-confirmation of the Masker, and now indicates the Staff’s recommendations in bold. We normally do not revise this document as it indicates the status of the bid open, we have not had a case where the bid confirmation was not responded to. It is our practice to email the lowest responsive/responsible bidder to confirm their bid was accurate, without clerical error, and in this case confirm they are able to handle the work for all three bids, as they were the lowest Bidder for 1888, 1889, and 1890, Painting Summer 2021 Packages 1, 2 and 3. As we did not hear from George E. Masker, Inc. by the response date of April 16, 2021, we moved on to the next lowest responsive, responsible bidder, being Athens Painting & Commercial Coatings, Inc. This decision was discussed and agreed upon with the bidding review team, and our Legal Department. Staff respectfully requests your reconsideration of our recommendation for award of Bid 1889.
