Summary: Mt. Diablo Adult Education (MDAE) would like to enter into a Memorandum of Understanding (MOU) by and between its regional educational partners, the institutional members of the Contra Costa County Adult Education Consortium (CCCAEC), of which Mt. Diablo Adult Education is a member.

The current roster of CCCAEC members who will be parties to this MOU are: MDAE, Martinez Adult Education, Acalanes Adult Education, West Contra Costa Adult Education, Pittsburg Adult Education Center, Liberty Adult Education, Contra Costa County Office of Education (Jail Education) and the Contra Costa, Diablo Valley and Los Medanos Community Colleges.

The purpose of this MOU is for the inter-agency sharing of adult students’ educational data about programs and services provided by these CCCAEC institutional members. Shared data will be used for development of adult student workforce training educational plans provided by these member institutions as well as for job, career planning and for referral to regional community and public agency partners for support services to help reduce barriers to successful workforce preparation and training.

The current designated data sharing client management system purchased by CCCAEC, known as Community Pro, is for a three-year contract period of July 1, 2020 to December 31, 2023. During 2020-2021 or Year 1 of this contract, only system development and refinement by and between the vendor and CCCAEC has taken place. In 2021-2022 or Year 2, implementation is scheduled to begin. In 2022-2023 or Year 3, CCCAEC will evaluate the effectiveness of Community Pro for potential contract renewal or begin vetting an alternative client management system.
Funding: California Adult Education Program (CAEP) regional apportionment funding allocated by CCCAEC institutional members from the CCCAEC “common costs fund” encumbered for the Community Pro 2020-2023 client management system contract.
Fiscal Impact No direct impact to the Mt. Diablo Adult Education fund due to the fact that CCCAEC regional “common cost funds” have been encumbered by the institutional members of CCCAEC for this initial Community Pro three-year contract.
Recommendation: Move to approve MDAE to enter into a Memorandum of Understanding (MOU) for data sharing by and among the Institutional Members of the Contra Costa County Adult Education Consortium (CCCAEC).
