Summary: Per California Public Contract Code (PCC) § 22032, any Public Works Project that is estimated to be $200,000 or less is subject to the Informal Bidding Procedure set forth by the State of California Uniform Construction Cost Accounting Commission. Mt. Diablo Unified School District has elected to be subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA).

During the Heating, Ventilation and Air-Conditioning (HVAC) controls repairs at Northgate High School, it was discovered that in upgrading the system, the District was also losing control of the monitoring and smoke alarm system within the HVAC ducts. This new project will include the supply and installation of Duct Detector/HVAC shutdown connections to 12 boxcar controllers, including but not limited to alarm control systems, fire-rated backboards to update the smoke detection system and HVAC shutdown. The upgrade will notify emergency services and the District of any possible fire issues in or around the HVAC ductwork.

Due to this unexpected development and the high additional expense of this new project to the HVAC repair contractor, it was determined that the District would extend a new project invitation to informally bid in accordance with PCC § 22032. The proposal received from HCI Systems, Inc., was the lowest, responsive, responsible bidder.
