Summary:
The State of California allows school districts to submit a J-13A for allowance of attendance due to emergency conditions. The required documentation and evidence allows a School Board to review and approve the requested change for additional days of attendance based on school closures, material decreases in attendance, or lost/destroyed attendance records. In November 2021, College Park High School and Valley View Middle School were both interrupted due to a water main break after a car accident. In review of the attendance records, Valley View did not have a material decrease (as parents sent their students to school after the "all clear"). College Park did encounter a material decrease when compared to attendance of similar days of the week in Fall 2018 and Fall 2019. Fall 2020 was not used due to skewed data from COVID-19 closures.

In September/October 2021, unsubstantiated threats were made at Mt Diablo High School resulting in a material decrease of attendance on September 30, 2021 and October 1, 2021. If the J-13A forms are approved by the School Board, they will be sent for approval to the Contra Costa County Board of Education, and then the State of California. If approved at the state level, the funding for the lost attendance on those days would be given to MDUSD and any impact to the overall P1 and P2 (apportionment windows) attendance numbers for that year and a potential three year running average in the future would be adjusted. The last two J-13A forms submitted to the County and State resulted in adjustments more than 12 months after the paperwork was submitted, so we will not receive information and additional funding expeditiously.
