Summary:
Mt. Diablo USD Adult Education (Mt. Diablo Adult Education) requests MDUSD Board review and approval of restoration of a second Vice Principal, Adult Education position effective 2021-2022.

The Director of Adult Education is requesting restoration of a long-time vacated second full-time Vice Principal, Adult Education position to ensure adequate administrative support and oversight of the six (6) Adult Education programs of MDUSD and adequate site coverage of the Loma Vista Adult Center (LVAC). Programs include Adult Basic & Secondary Education and High School Equivalency (ABE/ASE/HSE, English as a Second Language (ESL)/Family Literacy/Citizenship, Career Technical Education (CTE), Parent Education, Adults with Disabilities (AWD) and, Lifelong Education (Community Education).

Prior to 2010, four (4) full-time Adult Education administrators provided administrative support, oversight of programs and site coverage of LVAC as well as the Adult Education areas of the Pleasant Hill Education Center (PHEC), where Adult Education programs and services are delivered.

In 2010, one Vice Principal retired and then entered a post-retirement contract to backfill the vacated position. This individual continues today in this capacity. Ultimately, partly in response to state-wide education funding impacts and the aftermath of these from the Great Recession in 2007-2009, the vacated full-time Vice Principal position was eliminated sometime in 2014-2015, unbeknownst to the Adult Education Director at that time.

Over time since then, the programs and services of Adult Education have increased, and student services have been expanded and enhanced. Additionally, community partnership programs and services supporting the educational, job and career training needs of MDUSD families, the community and the regional workforce have been added. Today, the Director, College & Career and Adult Education, the Assistant Director, Adult Education and Vice Principal, Adult Education along with the Part-time VP (Retired), oversee all programs and site operations at LVAC. Responsibilities and duties of this oversight include supporting the MDUSD K-12 BRIDGE Program, MDUSD Central Kitchen (Food and Nutrition Services) and the CARES After School Program (CARES ASP). Additionally, Adult Education administrators at LVAC now also support the Workforce Development Board Contra Costa County American Job Centers of America (AJCC), “Access Point” now co-located at LVAC to serve residents of Central Contra Costa County.

Since 2010, the responsibilities and duties of the part-time Vice Principal (Retired), hired year-by-year on a post-retirement contract, have changed significantly. The assignments of this Vice Principal have increasingly been focused primarily on supporting the large Community Education (Lifelong Education) fee-based program at PHEC and on ensuring that the Career Technical Education Center (CTEC) and CTE programs of MDAE, nationally accredited by the Council on Occupational Education (COE) in 2014, remain fully compliant with the COE’s national accreditation operating standards. Also, since receiving national accreditation of its programs in 2014, CTEC has expanded its Allied Health and Workforce Training programs and services, and these additional programs are now also nationally accredited by the COE.

In 2022-2023, the part-time services of the Vice Principal (retired) working on an annual post-retirement contract for Adult Education are anticipated to wane, leaving the three remaining full-time Adult Education Administrators to oversee the LVAC site and MDAE programs for its 7,800 adult students (2020-2021 and most recent state-reported audited data), many of whom are the family members of MDUSD K-12 students and adult members of our community and regional workforce.

Fiscal Impact:
$105,691.00 from Adult Education CAEP and Adult Education unrestricted general funds with no impact to the MDUSD General Fund
