Summary:
The establishment of the Director, Budget, Accounting, and Fiscal Compliance position consolidates and enhances fiscal oversight by replacing the currently vacant Chief Accountant and Internal Auditor positions. This strategic restructuring addresses increased complexity and broader responsibilities within fiscal services. The Director role will directly supervise the Accounting Supervisor and a newly created Coordinator, Fiscal Compliance & Reporting, which represents a downgraded replacement of the vacant Internal Auditor position. Continuing oversight will also include Fiscal Analysts. Responsibilities for this new Director role encompass comprehensive district-wide budgeting, internal control systems, and coordination of internal and external audits. Additionally, this position oversees charter school fiscal compliance, ensures accuracy in attendance reporting, and strategically collaborates with Human Resources on staffing and position control . This restructuring aligns with similar roles in other California K-12 fiscal departments, reflecting increased scope and accountability. The incremental cost of approximately $16,600 will be fully offset by savings achieved through restructuring the Internal Auditor role to the Coordinator of Fiscal Compliance & Reporting position.
